How-To Guide: Free California Birth Certificates and Photo IDs for People Experiencing Homelessness

Note: Housing California does not issue birth certificates or IDs. Please see instructions below.

 

Due to passage of Assembly Bill 1733 (sponsored by Housing California), people experiencing homelessness can now get:

 

  • A free copy of his/her California birth certificate.

  • A free California photo ID card.

 

Why It Matters

Birth certificates and state-issued photo IDs are required for nearly everything, from enrolling your child in school, to getting medical treatment, to renting an apartment. For people who are experiencing homelessness and trying to get back on their feet, it's often the sole barrier to accessing the very services created to help people stabilize their lives and their families.
