Bill to Repurpose Veterans Housing Bond Would Direct $600 Million for Affordable and Supportive Homes
Assembly
Speaker John Perez (D-Los Angeles) introduced AB 639,
the Veterans Housing and Homeless Prevention Act of 2014, which would repurpose
$600 million in general obligation bond authority from 2008's Proposition 12 to
create multifamily affordable and supportive homes for veterans who are
homeless or at risk of homelessness. Proposition 12 was passed to increase
homeownership opportunities for veterans. If passed, AB 639 will go back to
the voters and ask them to repurpose some of the funds to better meet the housing
needs of all veterans by addressing the acute need for
affordable rental homes and solutions that will help us to reduce our number of
homeless veterans, which is the highest in the nation.

$11.8 Million Awarded to California from Restructured HUD 811 Program Program will provide 335 supportive homes for people
with disabilities at risk of institutionalization
On
February 12th, California was awarded HUD Section 811 operating subsidies for approximately 335 supportive apartments. The state Department of Health
Care Services will be responsible for funding services to eligible tenants. Eligible
tenants are Medi-Cal beneficiaries with disabilities who are either currently
living in an institutional setting and wish to live independently, or who are
at risk of institutionalization. Any development receiving this funding cannot
concentrate more than 25 percent of the homes for people with disabilities in a
single site. Details from the state on implementation and the process for
funding are expected in the future, so stay tuned!

Help Us Secure Funds for Transit-Oriented Development and Transit for All Californians
We
have the opportunity to secure tens of millions of dollars for transit-oriented
development and transit serving Californians of modest means through our Sustainable Communities for All proposal. The
Brown Administration is taking written comments until March 9th on a three-year
investment plan for at least $600 million of revenue from cap-and-trade auctions.
Hearings, Meetings, and More
While
the California Air Resources Board (CARB) and various state agencies solicit
input for their three-year investment plan, the Housing California/TransForm coalition
has been busy preparing testimony and meeting with members of the Administration
to promote the Sustainable Communities for All proposal.
We
are working closely with the coalition of that supported passage of SB 535,
signing onto their Principles
for Implementing SB 535 (de Leon) to Benefit Disadvantaged Communities.
At the CARB cap-and-trade workshops held
this week and last in Fresno, Sacramento, and Los Angeles, local housing
organizations rallied to testify about the need for housing and transit
investments in their communities.
And a New Bill
We are extremely excited that Assemblymember Raul
Bocanegra (D-Pacoima) introduced AB 1051 on Friday to signal his interest in
directing auction revenue to transit-oriented development and transit
affordable to Californians on modest budgets. Essentially a "spot/placeholder
bill," AB 1051 is sponsored by Housing California, TransForm, and MoveLA. The
bill will be amended with more details before its first hearing in April.

"Health Home" Bill to Provide Services in Supportive Homes Reintroduced
Building
on last year's AB 2266, Assemblymember Holly Mitchell (D-Los Angeles) has introduced
AB 361,
which will tap into the "Health Homes" option of the Affordable Care
Act to fund services in supportive homes. The option allows states to pay for health-home services, many of the same services provided in supportive housing
for decades. While the bill authorizes the state to finance health-home
programs for any population the state identifies, it ensures the option
would finance specific services to people experiencing chronic
homelessness as well as frequent hospital users.
The
bill is sponsored by the Corporation for Supportive Housing (CSH) and supported
by Housing California. CSH's leadership has made the bill's passage even more
promising in recent weeks, as a major health foundation offered to fund the
state's costs of this option for the first two years. Despite this encouraging
news, the bill will require significant support to make sure it
passes and gets the governor's signature.
