T.O.D. Program Close to Launch
Using feedback garnered in stakeholder meetings around the state, the California Department of Housing and Community Development (HCD) expects to release the final guidelines for the Transit-Oriented Development (T.O.D.) Program in late November 2007 and issue a Notice of Funding Availability (NOFA) in January 2008.
Proposition 1C contained $300 million for the T.O.D. Program, and the legislature made $90 million of it available for fiscal year 2007-08.
The T.O.D. Program is designed to encourage home development around transit stations, increasing transit ridership and reducing the need for families to own multiple cars. Eligible expenditures include home development (rental and ownership) and related infrastructure (e.g. sewer connections and streets). It has a required affordability component and ranking points for additional affordability.
Housing California submitted suggestions on the Second Comment Draft. We urged the department to ensure the per-home loan limits cover the extraordinary costs that often accompany T.O.D. and to allow nonprofits to land bank (purchase land now for future development) in order to reduce future project development costs.
