Bill Spotlight: ACA 9 Reduces Stranglehold of Minority on Raising Local Funds

ACA 9 (Huffman) would put a constitutional amendment on the ballot to lower the vote threshold for local special taxes and property-tax increases from 2/3 to 55 percent, if the funds will be used for the development of homes affordable to lower- and moderate-income households or transportation, sewer, water, park, or public-safety infrastructure.

Housing CA supports the bill, because its passage would make it easier for local jurisdictions to raise revenues to build affordable homes.

ACA 9 most recently passed the Senate Revenue and Taxation Committee and will be heard next in the Senate Appropriations Committee.
