Analysis of Section 8 Voucher Reform Act Available Online

It's been nine years since Congress enacted the last major authorizing program affecting the Housing Choice Voucher Program. A group of four bi-partisan leaders (including California's housing leader Maxine Waters) on the House Financial Services Committee has introduced H.R. 1851, also known as SEVRA (Section Eight Voucher Reform Act).

The Center on Budget and Policy Priorities recently released a report on the major aspects of the bill. The report authors, Barbara Sard and Will Fischer, conclude that the bill would improve the program. For example, it will:

  • Establish a stable, efficient, and equitable voucher funding policy
  • Remove barriers to voucher "portability"
  • Streamline the rules for determining tenants' rent payments
  • Include cost-free incentives to serve additional families.

The report also identifies some needed amendments to the bill.
