Second-House Policy Committees Begin
Friday, June 8, 2007, marked the last day for legislators to move their bills off the floor of the first house. Advocates barely had time to catch their breath, though, as second-house policy committee hearings began on Monday, June 11.
With the exception of Western Center's SB 464 amending the Ellis Act, we're pleased to report that affordable-home advocates' highest priorities passed their house of origin:
- AB 239 (DeSaulnier): Document recording fee for local trust funds
- AB 414 (Jones): Limits on double-zoned sites
- AB 641 (Torrico): Deferred fees for below-market-rate homes
- AB 987 (Jones): Enforcement of redevelopment covenants
- AB 927 (Saldana): Funding senior homes in MHP
- AB 1053 (Nunez): Infill funding in Prop. 1C (see Nunez Takes a Different Approach on Infill Funding)
- AB 1252 (Caballero): Parks funding in Prop. 1C
- AB 1574 (Houston): Disclosure and limits on private reconveyance fees
- SB 2 (Cedillo): Emergency shelters in the housing element
- SB 46 (Perata): Infill funding in Prop. 1C (see Nunez Takes a Different Approach on Infill Funding)
- SB 303 (Ducheny): Upfront zoning in the housing element
- SB 732 (Steinberg): Parks funding in Prop. 1C
Senator Bob Dutton's SB 586, which allocates Prop. 1C's $100 million for innovative financing, is an urgency measure not subject to last Friday's deadline. It likely will be amended and passed out of the Senate this week.
For the next four weeks, the Capitol will be busy with policy committee hearings, leading up to the July 13, 2007 deadline.
