SB 1651 Held in Senate Appropriations Committee

SB 1651, the legislative vehicle for PROMISE (Program for Returning Offenders with Mental Illness Safely and Effectively), was held in Senate Appropriations Committee on May 22, 2008, meaning the bill will not advance this year.

The bill was held due to cost concerns with PROMISE (estimated to be $5 million per year), despite the fact that $10 million is already proposed in the governor's budget for wraparound services for mentally ill parolees (money that could be used to fund PROMISE).

Even though SB 1651 won't advance this year, efforts to implement PROMISE continue. Housing California will continue to work with the California Department of Corrections and Rehabilitation on the use and implementation of the existing and future funds targeted at mentally ill parolees.
