PROMISE Included in Steinberg's SB 1651

Senator Darrell Steinberg introduced SB 1651, the Corrections Mental Health Act of 2008, on February 22, 2008. SB 1651 contains provisions that would place the Homes to End Homelessness Coalition's top priority PROMISE (Program for Returning Offenders with Mental Illness Safely and Effectively) into law.

PROMISE is a pilot program that would reduce recidivism by providing homes with services (supportive homes) for mentally ill parolees exiting the state prison system. SB 1651 also would authorize the development and operation of mental health courts.

  • TAKE ACTION! The passage of SB 1651 is one of Housing California's top 2008 priorities. The first policy hearing is expected take place sometime in early April. Please take the time to send a letter of support to Senator Steinberg on behalf of your organization.
