PROMISE Receives Positive Review from Senate Budget Subcommittee
HCA's Zack Olmstead presented a $9 million budget request for the PROMISE program to the Senate Budget Subcommittee #4 on April 26. Sharon Rapport from the Corporation for Supportive Housing and Rusty Selix with California Mental Health Association also testified in support.
PROMISE stands for "Program for Returning Offenders with Mental Illness Safely and Effectively." Olmstead outlined the premise of PROMISE, highlighting the need for supportive homes to be part of any solution to ending recidivism among mentally ill parolees.
Subcommittee chair Mike Machado (D-Stockon) expressed support for the concept. The committee staff's analysis recommended the Department of Corrections and Rehabilitation work with the Legislative Analyst's Office and the Department of Finance to improve the availability of supportive homes for parolees with mental illness.
The subcommittee will discuss the budget request again, after the Governor releases his revised revenue projections and spending recommendations on May 14.
The assembly budget subcommittee has not yet set a date for their first hearing on the proposal.
