Negotiations Continue over Density Bonus Law, Regional Planning

Housing CA and the CA Rural Legal Assistance Foundation (CRLAF) are meeting almost daily with the proponents of either AB 2280 (Caballero, density bonus law) or SB 375 (Steinberg, Sustainable Communities Strategy) to discuss amendments to the bills. Both could have significant impacts on the ability of developers to meet the housing needs of Californians.

Senator Darrell Steinberg (D-Sacramento) is now personally involved in the SB 375 negotiations, calling it his "most important" piece of legislation this year. He asked CRLAF and Housing CA to develop a scenario under which an eight-year housing element cycle would not damage communities' ability to accommodate their population growth.

Meanwhile, the CA Major Builders Council and Senator Denise Ducheny (D-Sacramento) amended SB 303 to reflect their vision for a regional land use planning approach that ensures regional housing needs can be met. Assembly Transportation Committee passed the measure on June 23, 2008, with a 13-0 vote.

Lastly, yesterday afternoon, Housing CA, CRLAF, League of CA Cities, and the author of AB 2280 were scrambling to reach agreement on amendments before Senate Transportation and Housing Committee met at 1:30 pm.
