Leaders Differ on Prop. 1C Infill Bills

Assembly Speaker Fabian Núñez and Senate President Pro Tem Don Perata don't see eye-to-eye on spending Proposition 1C's $850 million for infill home development.

Although the text of their measures (AB 1053 and SB 46) may appear similar, the two leaders have very different philosophies. Núñez believes the funds should primarily be awarded to local governments to support below-market-rate developments. Perata, on the other hand, is comfortable making grants directly to developers of projects with sizable market-rate components.

This debate is playing out, as both bills are set for hearing this week: AB 1053 in Senate Transportation and Housing on July 10, 2007, and SB 46 in Assembly Housing and Community Development Committee on July 11.

Additionally, numerous interest groups are weighing in, sometimes in contradiction with each other:

  • The development group for the MacArthur Bart Station wants legislators to cap the percentage of affordable homes for which an applicant receives points, a move opposed by Housing California.
  • Counties are lobbying to be fully eligible for funds, against the recommendations of environmentalists who believe the state should funnel growth into cities.

Despite the differing opinions, legislative staff believe the two houses can reach agreement before the fall recess begins in mid-September.
