Latest Infill Guidelines Released Last Week
February 4, 2008On January 29, 2008, the CA Department of Housing and Community Development (HCD) released a second set of draft guidelines for the Infill Incentive Grant Program. Comments were due less than a week later (by February 4), because the department must award the program’s $240 million by the end of June.
The new draft incorporates most of the suggestions made by Housing California and other nonprofit development organizations. These include lowering the minimum grant amount to $500,000 ($250,000 for rural developments); adding parking structures to the list of eligible expenditures; and increasing the per-home grant limit for below-market-rate homes.
Additionally, the department rejected suggestions by larger developers to limit the program to developments over 50 homes and reduce the emphasis on affordability. HCA lobbied against these changes, arguing that the former would ignore the significant positive benefits that a smaller development can have on the surrounding area and the latter would reduce the “return” on the state’s investment.
