L.A. Developer Tries to Change Infill Rules
One week after the governor signed SB 86 to define how Prop. 1C's infill home money will be spent, an L.A. developer is already trying to change the law.
AEG is heavily involved in redevelopment of L.A.'s Figueroa Corridor and wants a program that is more favorable to its development projects. It seeks to make private Business Improvement Districts (BIDs) eligible applicants for the money and to essentially eliminate the requirement that all funded infrastructure be integral to home development.
Thankfully, legislators appear unwilling to allow the latter change, which would gut the intent of the program. However, in an unusual play, the Assembly Appropriations Committee inserted the BID addition into SB 465 on August 30, 2007. The amendments caught the bill's author, Senator Alan Lowenthal off guard, and it is unclear if he'll remain the author of the bill.
Affordable home advocates will remain on the lookout over the next week to ensure other last-minute grabs are not successful.
