Housing-Related Parks Legislation Stalls

Disagreement over Prop. 1C's $200 million for "housing-related parks" heated up last week, as the Senate Appropriations Committee refused to pass AB 1252 (Caballero).

AB 1252 would funnel the $200 million through the Workforce Housing Reward Program. Popular among both cities and nonprofit developers, this program provides park grants to communities that permit new very-low- and low-income developments. The Affordable Housing Collaborative strongly supports this approach, which leverages park money to produce new homes.

However, Senate Natural Resources Committee staff insists on de-linking the funds from new home construction. They want the housing bond money to be expended for large regional parks with no clear nexus to homes.

With AB 1252 stuck in committee, the issue most likely will not be resolved until next year.
