HCD Releases Infill Program Draft Guidelines
January 08, 2008On December 28, 2007, the Department of Housing and Community Development (HCD) released first draft guidelines for the Prop. 1C-funded Infill Infrastructure Grant Program. Comments on the draft are due by Friday, January 11, 2008.
Key components on which HCD is still seeking input include the per-home grant amounts and how to split funds between individual developments and "infill areas."
Unlike the controversial Transit-Oriented Development Program guidelines, the infill rules place a higher priority on affordability. Out of 130 possible points, 30 (23%) would be awarded based on the percent of below-market rate homes and their depth of affordability. (Affordability accounts for only 8.5% of the T.O.D. ranking points.)
HCA's policy committee is carefully reviewing the guidelines and will submit comments by the January 11, 2008 deadline.
