HCD Receives Wide Range of Infill Program Comments

More than 77 organizations submitted 700 comments to the California Department of Housing and Community Development (HCD) on the Infill Incentive Grant Program draft guidelines by the January 11 deadline. Additionally, 38 state legislators sent letters praising the guidelines' emphasis on home affordability.

Housing California weighed in, focusing on the program's affordability components, development sizes, parking as an eligible cost, and standards for multi-phase developments. For more details, read our letter to HCD.

Interesting comments also came from the City of Los Angeles, CA Housing Consortium, and the CA Center for Land Recycling.

Housing California board members Paul Zimmerman, SCANPH, and Elissa Dennis, Community Economics, joined Karen Flock, Cabrillo Economic Development Corp.; Keri Lung, Mid-Peninsula Housing Coalition; and Julie Snyder, Housing California, at a January 16 meeting with HCD Director Lynn Jacobs to discuss Housing California's recommendations. Jacobs agreed with many of the suggestions and reiterated her commitment to rewarding affordability and making the program available to developments of varying sizes.

Due to the volume of comments submitted, HCD staff estimates the second set of draft guidelines will be issued on January 28, 2008, instead of the original expected release date of January 24. Feedback will be due approximately one week later. Housing California’s Land Use and Finance Committee will meet on January 30 to craft our response.
