HCD Amends Guidelines for Homeless Youth Program
Acting on the requests of Housing California and other advocates, the California Department of Housing and Community Development (HCD) made several changes to their Prop. 1C Homeless Youth Program guidelines on October 23, 2007. The changes make the program more workable for developers who want to build permanent homes for homeless youth.
The new guidelines rescind the provision that required tenants to move out when they turn 25 and provide higher loan limits for these developments. Additionally, the changes allow developments that include at least 5 homes for homeless youth to compete for Multi-family Housing Program (MHP) General funds for the remainder of the homes in the development.
