Governor Eliminates AB 2034 Funding:
4,900 People At-Risk of HomelessnessIn signing the state budget on Friday, August 24, 2007, Governor Schwarzenegger eliminated almost $55 million for the Integrated Services for Homeless Adults with Serious Mental Illness Program ("AB 2034 program").
His veto message cited the state's strapped finances as the reason for "blue-penciling" the funds and suggested that counties could use other funding sources to maintain the program.
County mental health directors and others are considering options for restoring the funds, which might include a lawsuit charging that the governor's actions violate a provision of Proposition 63.
The governor left all other housing-related appropriations intact, including:
- $4 million of General Fund dollars for a new pilot program serving mentally ill parolees (scroll to "Trailer Bills")
- $4 million of General Fund dollars for the Emergency Housing Assistance Program (EHAP) operating grants
- $95 million of Prop. 1C funds for the Transit-Oriented Development (T.O.D.) Program
- $300 million of Prop. 1C funds for the infill home development and brownfields clean-up program (scroll to "Trailer Bills")
