Funding Approved for PROMISE
As we reported in last week's Action Alert, PROMISE -- the top priority for the Homes to End Homelessness Coalition -- was funded by the legislature at $4 million! On June 4, 2007, the budget conference committee agreed to the Senate funding for "Reducing Recidivism Strategies" within the California Department of Corrections and Rehabilitation budget. This package totals $93.9 million -- including the $4 million for PROMISE (Program for Returning Offenders with Mental Illness Safely and Effectively). This new program will provide supportive homes for approximately 225 mentally ill parolees exiting the state prison system.
PROMISE will be rolled out as a pilot program in three different counties (yet to be determined), with the goal of expanding the program statewide once its effectiveness has been demonstrated. The only remaining hurdle is ensuring that Governor Schwarzenegger does not veto the funding.
