Deadline Whittles Bill Count

Of the 24 housing and homelessness bills on which we've taken a position or are watching closely, 12 met the June 5, 2009, deadline to move to their second house. Two others are exempt from the deadline, another one might be resurrected, and nine are in hibernation until next January.

The "healthy" bills are:

  • AB 338 (Ma, transit villages) -- Senate Rules. Support.

  • AB 570 (Arambula, local housing trusts) -- Passed Senate Transportation and Housing on 6-9-09. Support.

  • SB 120 (Lowenthal, tenants) -- Assembly Judiciary hearing 6-23-09. Support.

AB 650 (Hill, Prop 1C funds) popped up recently and is moving slowly through its first house. This bill appropriates $2.5 million from Proposition 1C's Infill Infrastructure Grant Program to the City of Half Moon Bay to help the city settle a lawsuit. Housing CA and the Department of Housing and Community Development killed a similar bill last year, SB 863 (Yee), citing the utter incompatibility of using bond funds to bail out a bad decision by the city.

SB 16 (Lowenthal, Low Income Housing Tax Credits) is on life support, with some of its contents amended into SB 622.

Lastly, nine bills are stuck in their first house, very likely until next January:

  • SB 553 (Wiggins, payment of state claims) -- Senate Approps Suspense. Support.
  • SB 595 (Cedillo, veterans bond) -- Senate Approps Suspense. Support.
  • SB 812 (Ashburn, housing needs of people with development disabilities) -- Senate Approps Suspense. Support.
