New Bill Spotlight: SB 1738 -- Medi-Cal Services

Sen. Darrell Steinberg's SB 1738 requires the Department of Health Care Services to amend its Medicaid State Plan. The amendment would allow service providers to receive Medi-Cal reimbursement for services they provide to Medi-Cal beneficiaries who are considered "frequent users" of health care services. With this amendment, California could receive matching federal funds for services that address the needs of "frequent users."
Existing "frequent users" programs have already proven successful in reducing homelessness, improving health, and decreasing stress on emergency departments. Preliminary data from the Frequent Users of Health Services Initiative and a San Francisco General Hospital study indicate that SB 1738 would be cost neutral or even save the state money.
