Assembly Consolidates Prop 1C Bills

Senate Committee Passes Two Main 1C Bills

After weeks of jockeying over whose bill will design Prop. 1C's infill development program, Assembly Speaker Fabian Nunez, D-Los Angeles, decided to "occupy the field." His AB 1053 jointly authored by Asm. John Laird, D-Santa Cruz, is the only comprehensive bill that moved out of policy committee by the April 27 deadline.

In its current form, AB 1053 directs the Business, Transportation, and Housing Agency to develop a plan for spending the $850 million, as well as 1C's innovative financing, parks, and transit oriented development money. However, sources say staff will craft an infill development program and amend it into the bill before the legislation leaves the assembly in June.

Asm. Anna Caballero's AB 1252 jointly authored by Bonnie Garcia, is the assembly's vehicle for the $200 million Housing Urban-Suburban-and-Rural-Parks program. AB 1091 (Bass) contains the assembly's changes to the $300 million Transit Oriented Development Program. It is unclear at this point which assembly bill will allocate the innovative financing.

All three bills will be heard in the Assembly Appropriations Committee this month.

In the senate, the transportation and housing committee passed SB 46 (Perata) and SB 586 (Dutton) on April 17. SB 46 contains the senate's infill development program, and SB 586 allocates the innovative financing dollars. Both will be heard next in Senate Appropriations this month.
