Assembly Budget Committee Discusses Proposed HCD Cuts

On January 23, 2008, the Governor's Budget-Balancing Reduction proposals for the CA Department of Housing and Community Development's current-year and 2008-09 budgets were discussed in Assembly Budget Subcommittee #4.

At the hearing, lobbyists for the Affordable Home Collaborative testified against the proposed $401,000 Emergency Housing and Assistance Program (EHAP) reduction in 2008-2009, the $686,000 cut to the Office of Migrant Services that could result in the closure of 4-6 migrant centers over the next two years, and the housing-element unit cuts of $100,000 (in 2007-2008) and $163,000 (in 2008-2009).

The subcommittee took no votes, but will likely meet again soon to take action on the governor's proposed cuts for the current year's budget. The current-year cuts also include $50,000 apiece from state housing law compliance and marketing of enterprise zones.

Committee members were responsive to advocates' testimony, particularly Assemblymember Sandre Swanson. Swanson spoke of the need to establish the critical mission of the department, rather than simply cut integral programs across the board.
