The Department:
The City Planning and Community Investment (CPCI) Department is part of the City Planning and Development Business Group. CPCI is a department that encompasses Community Planning, General Planning, Mobility Planning, Facilities Financing, Historical Resources, the Multiple Species Conservation Program, Urban Form, Redevelopment and Economic Development. The Department currently operates with a staff of approximately 93 employees and a General Fund budget of $16.7 million. CPCI is comprised of four divisions: Planning, Urban Form, Redevelopment and Economic Development.

The Position:
This position was formerly the “Homeless Services Coordinator” Program Manager for the City and will still retain numerous policy responsibilities of that program. The Housing and Homeless Coordinator located in the Planning Division of CPCI will provide direct assistance to the Deputy Chief Operating Officer of the City Planning & Development Business Group, Economic Development Division, other divisions of CPCI, as well as lead coordination with the Redevelopment Agency and the San Diego Housing Commission on a variety of housing policy matters. The Housing and Homeless Coordinator will become a Mayoral public spokesperson on housing and homeless policy matters.

The Housing and Homeless Coordinator will be responsible for maintaining an overview of City and city agency efforts that determine policy and facilitate implementation of the full spectrum of housing opportunities: rom moderate income rental and ownership programs through temporary and permanent facilities for homeless persons. This position will also be responsible for planning, organizing, coordinating and participating in initiatives and strategies designed to assist the homeless community. Some specific areas of participation, oversight, or understanding include but are not limited to:

  • Knowledge of General Plan Housing Element content and tracking of progress toward housing production or retention goals;
  • Understanding/advising on City’s regulatory tools that achieve affordable housing such as Density Bonus, Second Units, Inclusionary Housing and Single Room Occupancy units;
  • Advisor on affordable housing projects and housing data availability needs;
  • Coordinating goals and implementation among the City’s Redevelopment Agency, the San Diego Housing Commission, the City Planning & Community Investment Department and the Development Services Department;
  • Opportunities for distribution of affordable housing units throughout the City of San Diego;
  • Linking affordable housing locations to job opportunities;
  • Proactive involvement in significant new housing development for the purpose of including affordable housing units;
  • Monitoring of new housing and/or homeless legislative initiatives at the state and federal level;
  • Representative and/or liaison to various legislative boards, committees, task forces, advisory groups and community groups on regional housing issues and/or homeless issues;
  • Liaison to City departments, the homeless community and agencies serving the homeless community;
  • Formulating and administering policies that impact the homeless community and developing and implementing goals which accomplish the recommendations contained in the City Council’s comprehensive Homeless Policy;
  • Serving as City’s primary contact for the annual HUD Supportive Housing Program grant application process;
  • Researching, preparing and presenting written and oral reports on homeless issues to the Mayor, City Council, committees and other public and private sector bodies;
  • Providing referral information to homeless/potential homeless individuals in order to assist them in obtaining appropriate City and community services;
  • Researching, identifying and making recommendations for potential grant funds available for homeless programs; and
  • Providing technical assistance and training to City departments in effectively serving the homeless community.

Qualifications:
The ideal candidate will possess the following experience and qualifications:

  • Experience with, or knowledge of,
    • working with housing non-profit groups or advocacy groups;
    • a variety of housing policy issues and governmental responsibilities in providing housing opportunities;
    • developing and implementing housing policy at a local level; and
    • San Diego’s homeless population and the challenges facing the homeless community and management or administration of community programs.
  • General understanding of housing finance;
  • Working experience with a City Council or similar legislative body, community action groups and appointed commissions;
  • Problem-solving skills leading to practical solutions/outcomes;
  • Strong business and political acumen to work effectively with high level administrators, community members, customers, subject matter experts and stakeholders within and outside the City;
  • Strong organizational and time management skills;
  • Strong interpersonal and leadership skills with a teamwork attitude;
  • Professional credibility based on leadership and proven performance;
  • Excellent verbal and written communication skills;
  • A commitment to public service, responsible stewardship and innovation in government; and
  • Active and genuine commitment to managing diversity in the workplace.
Any combination of education and experience that demonstrates these qualifications may be qualifying. Possession of a Bachelor’s Degree in business administration, public administration, urban planning, finance, housing, economics, or related field and five years of progressively responsible supervisory and/or management experience would be a typical way to demonstrate these qualifications.

Salary: Open within an established range of $84,000 to $99,000 annually, dependent on qualifications and experience.
