Job Title: Director of Resident Services

General Position Summary: The Director of Resident Services is responsible for the strategic development, planning, funding and execution of service programs designed to meet the specific needs of diverse Citizens Housing Corporation resident populations.

This position reports to the President and the incumbent will work closely with senior management to promote successful service-enriched housing to low-income families, seniors, and those in need of supportive housing.

This is a full-time, exempt position located in our public transit accessible office in San Francisco, CA.

Essential Job Functions:

  • Strategy and Oversight:
    • Develop, maintain, and evaluate strategic vision, mission, goals, and objectives with key stakeholders, including CHC Board, staff, residents, funders, and other partners.
    • Maintain a list of programs required by funding sources and ensure that requirements are continuously met.
    • Advise and provide resources for development staff regarding community and social services during the development cycle and application processes.
    • Perform community-specific needs assessments and design individual community services plans for each property based on specific funding commitments and community needs. Work closely with development staff on project-specific programs for CHC development projects, including, but not limited to, economic development opportunities, job training centers, computer learning labs, etc.
    • Cultivate relationships and work directly with outside organizations such as HUD, city officials, social and community services providers, and community and resident associations to develop service collaborations, partnerships and agreements.

  • Administration:
    • In coordination with CHC fundraising staff, research and write grant proposals and secure funding sources for service programs, capital needs, and administrative support.
    • Oversee the implementation of resident services programs. Oversee the planning, coordination, and development of all activities and service programs including on-site resources such as computer learning centers, family resource centers or senior resource centers.
    • Network with and maintain a cooperative system of community and social service partners for community resource and referrals.
    • Develop and manage general and property-specific service budgets, and provide final approval for all community services expenses.

  • Management and Leadership:
    • Manage the work of Service Coordinators to ensure program requirements and guidelines are achieved.
    • Interview, hire, train, manage, and evaluate resident services staff in coordination with Human Resources.
    • Oversee and coordinate volunteer program and recruitment.
    • Assist property management staff to provide crisis prevention and intervention as needed with residents and when requested to act as advocate and liaison for residents with service agencies.
    • Additional duties as assigned.

Qualifications:

  • MA or MS degree in Social Work, Psychology, Public Policy, Urban Planning or other related degrees. Professional license, a plus.
  • 5+ years experience in community and social services agency or organization, preferably in a property management environment; or considerable experience delivering service programs to diverse low- and middle-income communities.
  • Experience leading grant, federal, state and local service program compliance and reporting.
  • Effective public speaker.
  • Ability to enhance the cooperation of residents, community groups, and outside service providers.
  • Strong supervisory experience and excellent management skills.
  • Knowledge of budget planning and analysis.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to define and resolve complex problems.
  • Strong computer skills (MS Office).
  • Ability to maintain professionalism and confidentiality.
  • Possess a valid Driver’s License and able to travel within the Bay Area/CHC service area.
