Overview: This is an exciting opportunity with Citizens Housing Corporation a non-profit, public benefit organization established in 1992, primarily engaged in increasing and preserving affordable housing opportunities for low-income households in California through the development of affordable rental, assisted living, and homeownership projects. Citizens Housing Corporation operates CHC Property Management Company (CHCPMC), which manages many of Citizens Housing Corporation’s properties.

In Summer/Fall 2008, Citizens Housing Corporation will open up Polk Senior Housing, under the management of CHCPMC. Polk Senior Housing is a new construction project that will provide 110 units of safe, quality, affordable housing with links to essential supportive services for low-income seniors. We are looking for someone to join our team as the Property Manager for this new and exciting property!

General Position Summary: The Property Manager is responsible for the day-to-day management of Polk Senior Housing, including but not limited to overseeing the physical maintenance and upkeep of the property, supervising on-site staff, performing required budget and administrative tasks, maintaining positive resident relations, and adhering to all applicable state and federal rules and regulations. The Property Manager is expected to maintain CHCPMC’s high standards of professionalism and ensure that residents are provided with a safe, secure and well-managed living environment.

Essential Job Functions:

Administration and Supervisory Duties:

  • Prepares and submits regular management reports for review by Supervisor.
  • Meets regularly with Property Supervisor to discuss on-going management issues.
  • As appropriate, recommends to Property Supervisor expenditures for potential inclusion in annual operating budget for the property.
  • Consults with Property Supervisor and makes recommendation on rental policies, development projects, and property safety and security procedures.
  • Supervises and oversees the work of Assistant Manager, maintenance technicians, and other on-site personnel.
  • Conducts appropriate supervisory duties, such as hiring, training and evaluating on-site staff. Discusses and recommends with Property Supervisor appropriate disciplinary action concerning on-site staff.
  • Reviews and approves all on-site staff timesheets and requests for time off.
  • Keeps inventory of office supplies and maintenance equipment and arranges for purchases as needed.
  • Schedules and supervises work of maintenance vendors on the property, including:
    • When necessary, receives invoices from all vendors and contractors and approves work performed by vendor;
    • Evaluates and approves work completed by vendors, signs invoices or work orders and submits to Property Supervisor for final payment approval;
    • Maintains records of all maintenance work done in individual units and in common areas;
    • Ensures excellent vendor relations. Maintains up-to-date vendor list.
  • Oversees the maintenance of an orderly front office and filing system in accordance with CHCPMC’s guidelines and procedures.
  • Ensures tenant files and waiting list are kept in orderly, confidential and secure manner.
  • Places rental vacancy advertisement in newspapers when necessary and/or as directed by Property Supervisor or Director of PM.
  • Attends and participates in CHCPMC’s management meetings.
  • Other duties as assigned.
Rental and Rent Collection Duties:
  • Follows the application process as established by CHCPMC and all TCAC, Section 8 HOME and other regulatory agency requirements regarding leasing and property management.
  • Handles all initial prospective tenant activities:
    • Shows vacant units and responds to inquiries.
    • Interviews prospective tenants.
    • Prepares, collects, and reviews all paperwork required for qualifying prospective tenants.
    • Researches and conducts thorough background checks of applicants and verifies information on all applications as provided by prospective tenants.
    • Coordinates with and recommends to Property Supervisor approval of prospective tenant applications.
    • Communicates with prospective tenants about application result.
  • Ensures that vacant units are cleaned and in move-in condition within 5 to 7 days of resident move-out.
  • Works with Property Supervisors on lease preparation and other paperwork.
  • Communicates all property rules and regulations with current and new residents.
  • Promptly and efficiently follows move-in and move-out procedures and policies to secure prompt payment of uncollected rents and security deposits.
  • Collects rent when due and provides receipts for rent collected.
  • Prepares and serves late rent notices, 3 or 10 day notices and collects late rent and charges.
  • Works closely with Property Supervisor and CHCPMC home office personnel to maintain accurate and complete rent rolls. Reviews, reports and corrects accurate rent payments, non-payments, and late and miscellaneous charges.
  • Ensures that bank deposits of rents and other charges/fees are made on a timely basis.
  • Represents the company for all eviction proceedings. Responds to all correspondence when requested.
Recertification Duties:
  • Prepares and conducts annual recertifications.
  • Works closely with other CHCPMC personnel to ensure that recertification requirements are completed on a timely basis in order to meet financing requirements and resident recertifications due dates.
  • Ensures compliance with all fair housing and ADA housing rules and regulations. Promptly reports any complaints regarding fair housing and/or ADA to Property Supervisor. Promptly reports all requests for reasonable accommodations to Property Supervisor.
  • Communicates to residents compliance requirements within the required time frame. When necessary, issues compliance notices to residents.
Property Management & Maintenance:
  • Ensures residents receive timely responses to requests, inquiries, and concerns.
  • Assigns and supervises routine work of maintenance staff and informs Property Supervisor of concerns and issues.
  • Supervises work of various outside contractors or vendors hired to repair or renovate property units and grounds. Informs Property Supervisor of concerns and issues.
  • Obtains bids for special maintenance or repair work and recommends and consults with Property Supervisor in selection of vendors.
  • Conducts regular weekly inspections of property grounds, documents deficiencies, and takes appropriate action to improve the general appearance of the property.
  • Conducts periodic unit inspections and handles service needs identified during such inspections.
  • Participates in periodic walk-throughs with Property Supervisor and/or other CHCPMC personnel to evaluate condition of the property.
  • Oversees on-site inventory and keeps up-to-date records of inventory.
  • Evaluates and recommends improvements in property operations and services to residents.
  • When necessary, performs necessary grounds clean up tasks.
  • Responds to off-hours maintenance service requests/repairs and facilitates such maintenance requests/repairs and other issues that may arise at the property. Authorizes emergency maintenance requests/repairs with Property Supervisor’s approval.
Resident Relations:
  • Welcomes new residents, explains rental payment procedures, house rules, fire and safety procedures, and outlines other concerns and issues specific to property and/or the resident.
  • Is available to residents during normal business hours for discussion of problems, concerns, complaints, and other issues; At all times, the Resident Manager focuses on maintaining a balance between the resident’s concern and the property’s needs.
  • Organizes, conducts and participates in tenant meetings. When needed, facilitates informational meetings from local community agencies and other CHCPMC partners.
  • Ensures timely and professional responses to resident needs while adhering to CHCPMC’s policies and procedures and in support of CHCPMC’s goals and objectives.

Qualifications:

  • 3-5 years of property management experience, preferably in low- and middle-income housing.
  • Experience working as a Property Manager for a senior residence preferred.
  • Experience working as a Property Manager for a property with a supportive housing component preferred.
  • High School Diploma; College Degree preferred but may be substituted with suitable work experience.
  • Knowledge of regulatory compliance requirements in managing low income housing properties.
  • Familiarity with TCAC, HUD, Section 8 and other leasing regulations.
  • Experience with performing routine maintenance work.
  • Strong verbal and written communication skills.
  • Excellent interpersonal and customer service skills.
  • Ability to supervise a diverse workforce.
  • Ability to work with vendors and maintain positive relationships.
  • Ability to work with 3rd party services organization to facilitate serving resident needs.
  • Ability to speak another language, desirable.
  • Able to lift up to 50 lbs. from a standing position.
  • Able to lift objects over head, pivot and return objects to original position.
  • Able to move or walk around over 2500 feet per day without difficulty over varied grounds and terrain, including stairs.
  • If required, ability to drive to and from CHCPMC properties or maintenance related business tasks. Requires a valid California driver's license and availability of an insured vehicle to travel within the Bay Area/CHCPMC properties.
