Job Description:
The Project Manager is responsible for implementing housing development projects in all phases of the development process.
The Project Manager will coordinate acquisition, design, entitlement, financing, and construction activities for multiple affordable housing projects in cooperation with the organization’s senior staff. The position involves evaluating new development opportunities, negotiating consulting contracts and complex financial agreements, representing the organization in public settings, developing financial forecasts, overseeing the progress of design and construction, and coordinating project development with the organization’s leasing and property management staff. This position reports to the Director of Development
Essential Functions / Key Responsibilities:
- Coordinate all aspects of the development process on a variety of projects.
- Oversee the work of the project design and construction teams from schematic design through construction completion and, together with the Senior Construction Manager, make decisions on behalf of the Owner about the project design and construction.
- Assist to identify, evaluate and initiate acquisition of potential project sites.
- Assist to coordinate in-depth feasibility analyses of potential developments.
- Assist to identify, evaluate, and negotiate potential partnerships with other organizations.
- Represent the organization at public hearings and other speaking engagements.
- Utilize standard financial proformas and assist other staff with their use.
- Negotiate contracts with general contractors, attorneys, architects, engineers, and other professionals.
- Oversee the Associate Project Manager’s work during the development process.
- Develop relationships and provide technical assistance to other non-profit organizations.
- Other duties as defined.
Minimum Job Requirements / Qualifications:
- BA and at least (3) three years prior experience in low-and moderate-income housing development or graduate degree in a related field and at least one years experience in low-and moderate-income housing development; additional experience preferred.
- Excellent written and oral communication skills, including demonstrated skill in making effective presentations at public forums and facilitating community group discussions.
- Strong negotiating skills and sound political judgment.
- Proven ability to work effectively with lenders, investors, public officials, and low-and moderate-income tenants.
- Thorough knowledge of federal, state, local, and private sources of financing for low-and moderate-income housing and familiarity with their respective underwriting requirements.
- Strong computer skills, including developing financial models in Microsoft Excel.
- Demonstrated commitment to the goals of the organization and to non-profit philosophy.
- Possess a valid Driver’s License and able to travel within the Bay Area/Citizens Housing Corporation service area.
Desired Job Requirements / Qualifications:
- Familiarity with standard architectural and construction practices.
- Knowledge of real estate and tax law as it pertains to the development of low-and moderate-income housing.
